Mobile users who do not regularly use mobile internet may soon get more choices when recharging their SIM cards. The Telecom Regulatory Authority of India (TRAI) has introduced new rules requiring telecom service providers to offer additional Voice and SMS-only Special Tariff Vouchers.
The new regulation is aimed at giving consumers more flexibility when choosing a mobile recharge. Users who mainly need their mobile connection for calls and SMS will have the option of selecting plans without a bundled data component.
TRAI Introduces New Voice and SMS-Only Recharge Options
TRAI has issued the Telecom Consumers Protection (Thirteenth Amendment) Regulations, 2026. The new regulation introduces additional requirements for Voice and SMS-only Special Tariff Vouchers, commonly known as STVs.
The purpose of the amendment is to make more suitable recharge choices available to consumers who may not require mobile data with every recharge.
What Is a Voice and SMS-Only Recharge?

The regulation also requires telecom service providers to offer a Voice and SMS-only Special Tariff Voucher that can be renewed on the same date of every month.
For example, if a consumer activates such a monthly voucher on the 15th, the subsequent renewal date can fall on the 15th of the following month. If that date does not exist in a particular month, the applicable rule provides for the last date of that month.
This is different from simply describing a recharge as having a fixed number of days. The monthly option is intended to provide a recurring calendar-date based validity.
Longer-Validity Voice and SMS-Only Plans
The new rules also require telecom service providers to provide at least one longer-validity Voice and SMS-only Special Tariff Voucher corresponding to a longer-validity bundled Voice, SMS and Data voucher offered by the operator.
This builds on TRAI’s earlier framework concerning Voice and SMS-only tariff options.
Will Voice and SMS-Only Plans Be Cheaper?
The new regulation requires an appropriate reduction in tariff for Voice and SMS-only Special Tariff Vouchers compared with the corresponding bundled offerings.
However, consumers should not assume that TRAI has fixed one particular price or one specific percentage discount for every operator.
The final regulation gives telecom service providers flexibility in determining their tariffs while requiring an appropriate reduction for the Voice and SMS-only option.
Will Existing Data Recharge Plans Stop?
No. This is an important point for mobile users.
The new TRAI rules do not mean that existing Voice, SMS and Data recharge plans will disappear. Voice and SMS-only Special Tariff Vouchers are intended to provide an additional choice for consumers.
Users who need mobile data can continue choosing plans that include data. Users who do not require mobile data can choose an eligible Voice and SMS-only option when it becomes available from their telecom operator.

When Will the New Rules Come Into Force?
The regulation states that the amendment will come into force 30 days from the date of its publication in the Official Gazette.
Therefore, it is better not to describe the change simply as “all users can recharge only for calls and SMS from October.” The actual requirement concerns the availability of additional Voice and SMS-only recharge options, while existing data-inclusive plans continue to remain available.
